With reference to our conversation of the

2nd October, when you deprecated cabling on the subject, I beg

to put before Your Excellency my views on the question of

enemy residents in Hongkong.

On the understanding that few of them

were liable for service and that the arrangement was a temporary

one which could be altered at any time, I concurred with the recommendations made by Your Excellency in your cable of the 8th August to the Secretary of State for the Colonies.

Owing now, however, to the number of these

residenta that have become liable for service (74 out of 127 ) and to the general behaviour of Germany in her dealings with her enemies, I submit that the time has come to reconsider the decision. It is true that with the exception of some rowdiness at night owing to their being allowed to move about freely at all hours I cannot say that they have behaved badly on the whole. Still, I look upon every German (there are practically no Austrians) men or women, at large in this Colony, as a potential factor for evil, and possibly for prolonging the war.

There

is little doubt that they spread rumours and not unnaturally do what they can in incite the Chinese and Indians against us. The proximity of Canton, Macao and the Coast Ports make it easy for them to get information out of the Colony and home
